The London Plan
The Mayor of London adopted the current London Plan in 2021 and forms part of the development plan for the borough. Hillingdon's Local Plan must be in general conformity with the London Plan. The Mayor of London is working on a new London Plan. Consultation on what the new London Plan should contain was undertaken in May to June 2025.
The new London Plan will likely include significant changes from the current plan across a range of policy areas. Chief among these will be the need for the new London Plan to consider the Government’s new standard housing need figure of around 880,000 homes within Greater London over ten years1. This is a very large increase over the current requirement of approximately 522,000 homes over ten years. The London Plan will set individual borough targets for housing to meet the need for London as a whole. Hillingdon will be allocated an apportionment of this Greater London target based on its capacity for growth.
The new London Plan is scheduled for consultation in 2026. As part of the ongoing review of the Local Plan, the council will have to take into consideration the new London Plan as the Spatial Development Strategy for Greater London.
