Local Plan scoping consultation

Hillingdon is creating a new Local Plan. The Local Plan will set out the vision for future development in the borough over the next 15 years and will set out planning policies to help achieve this. The Local Plan will set policies to help build new homes, create jobs and provide services to support a growing population. It will also help shape the look and feel of Hillingdon's places, enhancing the environment, with the option to include policies on matters such as tackling climate change and creating sustainable neighbourhoods.  

We are inviting engagement from stakeholders through this scoping consultation. The consultation has two objectives: 

  1. To reach out to residents and stakeholders to provide your views on key issues for the Local Plan and what it should contain.

  1. To ask how Hillingdon should engage with stakeholders during Local Plan preparation.

Objectives and vision

Local plan 2

Growth and spatial strategy

The Local Plan needs to accommodate new development, including homes and space for businesses to grow, while protecting the green open spaces that are valued in Hillingdon.

Design

The new Local Plan needs to ensure good design in buildings and the public realm that is not only attractive, but also highly functional.

Housing

Housing is a key priority in the existing Local Plan. The existing Local Plan sets out where housing is to be developed.

Social infrastructure

The Local Plan will need to promote social interaction and enable and support healthy lifestyles in line with national policy and the London Plan.

Economy

One of the commitments of the council strategy is for a thriving economy, where businesses grow within a strong economy and local people can improve their skills and enjoy good quality jobs.

Heritage and culture

The Local Plan should set out a positive strategy for the conservation and enjoyment of the historic environment, as required by the NPPF (Chapter 16).

Green infrastructure and natural environment

The protection and enhancement of green infrastructure and the natural environment is important nationally, regionally and locally.

Sustainable infrastructure

A key commitment from the council Strategy is for a green and sustainable borough, where Hillingdon will be a sustainable, carbon-neutral borough.

Transport

A key commitment from the council Strategy is forresidents to will live in pleasant neighbourhoods with access to sustainable transport.

Integrated Impact Assessment

The Integrated Impact Assessment (IAA) combines Sustainability Appraisal, Equalities Impact Assessment, Health Impact Assessment, and Community Safety Impact Assessment.
