Start a petition
There are 3 ways to start a petition:
- Create a paper petition
- Start an ePetition on the council’s website
- Submit a petition from another website plarform
Additional option: Using paper and online petitions together
Before you start
Make sure your petition:
- clearly explains the issue
- states what action you would like the council to take
- includes the name and contact details of the lead petitioner
- for planning petitions, the planning application number.
1. Create a paper petition
If you would like to collect signatures in person, you can use our petition templates:
Once you have collected signatures, you can submit your petition by emailing democratic@hillingdon.gov.uk, delivering it to the Civic Centre during normal office hours or posting it to:

For paper petitions, each person signing should provide their name, address and signature.
2. Start an ePetition on the council’s website
You can create an online petition using the council’s ePetition system.
All proposed ePetitions are checked before publication. If accepted, they will remain open for signatures for up to 1 month.
Please note: In some cases, a shorter period may apply if a decision on the issue is expected imminently.
3. Submit a petition from another website platform
If you have created a petition on another platform, such as Change.org, you can download details and signatories and submit it to the council for consideration by email at democratic@hillingdon.gov.uk.
To be accepted, we must be able to verify that the required number of signatories live within the borough of Hillingdon.
Using paper and online petitions together
You can combine signatures collected through both a paper petition and an online petition to help reach the required number of signatures. To do this:
- both petitions must relate to the same issue
- the wording must be the same
- they must have the same lead petitioner.
