How to submit a petition

  1. Create your petition
  2. Submit it to Hillingdon Council
  3. The petition will be acknowledged and validated within 5 working days.

Petitions can be submitted online through the council's e-Petition facility. The flowchart below shows how petitions are reviewed and considered under the council's modernised petition scheme.

Petitions with fewer than 50 signatures: Will usually be treated as a service request and passed to the relevant council service for consideration. If the petition relates to a planning application, it will be treated as a representation on that application.

Local issue petitions with 50 or more signatures: Petitions concerning a local issue that receive 50 or more valid signatures may result in:

  • a response from the relevant Cabinet Member
  • a site visit
  • consideration as part of a consultation process.

Borough-wide petitions with 500 or more signatures: Petitions concerning a borough-wide service matter that receive 500 or more valid signatures may result in:

  • a response from the relevant Cabinet Member
  • consideration as part of a consultation process.

Planning petitions with 50 or more signatures: For planning applications, petitions with 50 or more valid signatures will be considered as part of the planning process.

Where speaking rights apply:

  • committee decisions: the lead petitioner may be invited to speak at Planning Committee
  • officer decisions: the petition will be taken into account as part of the decision-making process.

Possible outcomes

Depending on the type of petition, outcomes may include:

  • consideration as a service request or representation
  • a response from a Cabinet Member (normally within 20 working days)
  • a site visit (normally within 8 weeks)
  • consideration as part of a consultation before a democratic decision is made
  • an opportunity to speak at Planning Committee.

Petitions below the required signatures

If a petition does not meet the required number of signatures, it will still be treated as a service request or planning representation and passed to the relevant council service for a response.


Can councillors support a petition?

Yes. Councillors can support residents, present petitions on their behalf or act as the lead petitioner.


Petition hearings

The council will no longer automatically hold petition hearings. The modernised petition scheme is designed to provide residents with a quicker, more convenient and more direct response to the issues raised.
