Apply for additional licensing of HMO's

Who needs an additional licence?

  • All Houses in Multiple Occupation (HMOs) in Hillingdon that are not already covered by mandatory HMO licensing.
  • Shared HMOs with 3 or more people forming 2 or more households who share facilities such as kitchens and/or bathrooms.
  • The scheme applies borough wide for five years.

Applications open on Wednesday 20 May 2026. You'll be able to apply and pay online via our licensing portal. If the online service is temporarily unavailable we will publish a temporary PDF guidance pack and an interim application route.

What to expect

  • Create an account and complete the online application form.
  • Provide details about the property, the licence holder/manager and how the HMO is managed.
  • Upload supporting evidence to demonstrate that the property meets licensing standards and conditions.
  • Pay the licence fee and submit your application.

We aim to process applications promptly. You must apply by Sunday 23 August 2026. From Monday 24 August 2026, non applicant or non-compliant HMOs may be subject to enforcement action.

Fees and discounts

  • Standard fee: £1,401 per licence.
  • 10% discount for accredited landlords or managing agents (as set out in the fee schedule).

Fees are set to recover the costs of administering and enforcing the scheme in line with the legislation.
