Before you challenge an FPN

If you believe a Fixed Penalty Notice (FPN) was issued incorrectly, you can challenge it within 14 days of the issue date.

Reasons not accepted

The following reasons will not be accepted as grounds to challenge an FPN:

  • not knowing about the legislation or that it could be enforced
  • not being a local resident
  • committing the offence for the first time
  • previously committing the offence without receiving a penalty or warning
  • lack of signage.

Evidence required

To challenge an FPN, you must provide evidence that either: 

  • an offence has not been committed or
  • you did not commit the offence.

We cannot process your challenge without this evidence.
