Background
The government has published legislation and guidance that requires all local authorities to adjust the way they prepare Local Plans. This means we have replaced our original plan‑making timetable (known as the Local Development Scheme) to ensure we meet the new legal requirements.
The London Borough of Hillingdon is preparing a Local Plan. This document is the Local Plan Timetable, as required under:
This timetable has also been prepared in accordance with the National Planning Practice Guidance:
This Local Plan timetable includes:

the matters the Hillingdon Local Plan will deal with,

the geographical area that the Hillingdon Local Plan will cover, and

key milestone dates.
This timetable is published on the same day as the notice of intention to commence plan preparation, which is published on the London Borough of Hillingdon website:
Local Plan matters
The Planning and Compulsory Purchase Act 2004, part 15B(2)(a), requires the Local Plan timetable to set out the matters which the authority’s local plan for their area is to deal with.
The Hillingdon Local Plan will provide a positive vision for the future of each area, set policies to help meet housing needs, address economic, social, and environmental priorities, and provide a platform for residents to shape their surroundings.
The Hillingdon Local Plan will guide decisions on future development proposals and address the needs and opportunities of the area and form part of the borough's statutory development plan. The Hillingdon Local Plan will set planning policies relating to:

providing a spatial strategy for development

protecting and providing housing

protecting and providing commercial uses
-
building and landscape design
-
protecting the historic environment
-
protecting and providing infrastructure
-
providing sustainable patterns of transport
-
protecting and providing open space and habitat for biodiversity
-
management of flood risk
-
improving air quality.
The Local Plan will be prepared with the objective of contributing to the achievement of sustainable development (Planning and Compulsory Purchase Act 2004, Section 39(2)).
Local Plan Area
The Planning and Compulsory Purchase Act 2004, part 15B(2)(b), requires the Local Plan timetable to specify the geographical area to which the authority’s local plan is to relate.
The Hillingdon Local Plan relates to the London Borough of Hillingdon, ONS code E09000017. A borough scale map of the plan area is shown below, please refer to detailed maps for the precise boundary.

Supplementary plans, joint plans, joint supplementary plans and joint committees
The Planning and Compulsory Purchase Act 2004, part 15B(2)(f), (g), and (h), require the Local Plan timetable to set out information relating to supplementary plans, joints local plans and joint supplementary plans, and joint committees.

Local Plan timetable
The Planning and Compulsory Purchase Act 2004, part 15B(2)(i), requires the Local Plan timetable to specify a timetable for the preparation of the authority’s local plan for their area, in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026, Regulation 4(1). The timetable is set out below.
