A man has been ordered to pay £1,833 after being caught fraudulently using a family member’s Blue Badge to park a company vehicle, following a Hillingdon Council investigation.
Jason McKenzie, 46, of Kenley Place, Uxbridge, appeared at Uxbridge Magistrates’ Court on Tuesday 25 August, where he pleaded guilty to displaying a disabled person’s badge when the badge holder was not present.
The council received a fraud referral from Ealing Council on 17 September 2025 following residents' complaints of a Blue Badge being misused by a staff member of Kearns Estate Agents, Ruislip in a company branded vehicle.
An investigation by Hillingdon’s counter fraud team revealed the badge was issued to a female by Rutland County Council and had not been reported lost or stolen. Further evidence showed McKenzie in possession of and using the vehicle, registered to Kearns Development Ltd, parking it in disabled bays and on yellow lines whilst displaying the badge without the badge holder being present.
Officers conducted a visit to the site on 14 January 2026 and observed the vehicle parked on a single yellow line with the Blue Badge on display outside the estate agents.
The officers subsequently entered the business and made enquiries regarding the driver of the vehicle. McKenzie identified himself and was asked to produce the badge for inspection. He refused and drove away from the scene before officers were able to inspect it or conduct an interview.
The council issued a formal notice requiring details of the driver of the vehicle, which was completed and returned on 26 February, identifying the driver as McKenzie.
He was ordered to pay a £595 fine, £238 victim surcharge and £1,000 towards the council’s prosecution costs.
In mitigation, McKenzie apologised in court and admitted he was not entitled to use the Blue Badge.
Cllr Eddie Lavery, Hillingdon Council’s Cabinet Member for Finance said: “Using a Blue Badge fraudulently and then driving away when challenged about the offence by our counter fraud officers, demonstrated a clear disregard for the rules and other residents who rely on the scheme legitimately to access local businesses and the services they rely on.
"The council will continue to take the toughest action the law allows against those who abuse the system in your borough."
