Hillingdon Council has withdrawn Abshar Grand Suites’ right to host marriages and civil partnership ceremonies at Hillingdon House after repeated events caused significant nuisance for nearby residents.
Its Registration and Appeals Committee decided on Thursday 2 July that the venue was no longer suitable as an approved premises for ceremonies.
The council issued a notice of revocation on 15 April, as the site no longer met the requirements of the Marriages and Civil Partnerships (Approved Premises) Regulations 2005, which state that approved venues must provide a seemly and dignified setting for proceedings.
There had been increased levels of noise, late-night disturbance, congestion, unsafe parking and concerns raised about the impact of large-scale events on the surrounding residential area.
The council has also taken separate planning enforcement action regarding the unauthorised use of the Grade II Listed building for large-scale events and banqueting. In October 2021, planning officers found that the ground floor and basement had been converted into a banqueting suite without planning permission, and a later retrospective application was refused by the council.
An enforcement notice was issued on 19 July 2023 requiring Abshar Grand Suites to stop using the building as a banqueting hall and for private ceremonies, weddings and parties. The Planning Inspectorate upheld the council’s decision on 17 October 2025, finding the use caused unacceptable harm to nearby residents through noise, late-night disturbance, congestion and traffic and parking issues.
While the Registration and Appeals Committee did not revisit the Planning Inspector’s decision, it noted its findings and evidence that demonstrated a material change in the nature, scale and increased use of the premises for larger functions and the associated impact on residents. Council officers are currently considering the appropriate next steps in relation to the outstanding enforcement notice.
Cllr Adam Bennett, Hillingdon Council’s Cabinet Member for Community, Environment and Enforcement, said: “All approved wedding venues must meet the required standards and provide a suitable, dignified setting for couples and their guests.
“We expect every business in our borough to operate responsibly and within the law, and we will not hesitate to take action when this isn’t happening, and residents’ lives are affected by disruptive practices.”
The council will continue to monitor the site.
Abshar Grand Suites has the right to request a review of the committee's decision, which would be conducted through the council's internal appeals process.
