The Hillingdon Growth Plan sets out a 10-year vision to transform the area into a place where global connectivity creates local opportunity. It focuses on building a borough, where growth supports secure jobs, affordable homes, vibrant town centres, strong communities and a high quality of life.

Uxbridge and Brunel quarter
The Uxbridge, Brunel University of London and New Buckinghamshire University Quarter has collaborative networks to accelerate tech and research-led growth across the borough, reinforcing its significance in west London as part of WestTech London. Uxbridge is a vibrant metropolitan hub where learning, commerce and culture intersect. It’s home to large multinational companies such as Coca Cola, General Mills and Mondelez. Our Uxbridge Town Centre Vision will develop new spaces and activities, improve the public realm and offer better connectivity to local assets and parks. The university presence, young demographic and commercial base, will help the zone grow as a centre of knowledge-led enterprise and innovation
Hayes, Stockley Park and The Old Vinyl Factory
The Hayes Town, Stockley Park and the Old Vinyl Factory Cluster offers a rich platform for creativity, innovation and renewal anchored in heritage. We have developed a sophisticated infrastructure to support creative screen operations travelling through Heathrow Airport such as camera and lighting equipment (ARRI and Panalux), crucial for touring live events and music industry sectors. The creative cluster is home to significant production facilities, including West London Studios (Killing Eve, Ted Lasso, The Imitation Game) and IMG Studios specialising in sports content (the Premier League). Our ambition is to build on this and deliver an Innovation and Creative Enterprise Zone
Heathrow Economic Activity Zone
There is a significant opportunity to diversify the scope of businesses in the wider airport area, focusing on high growth sectors including green tech and creative industries. Working with neighouring boroughs, this business cluster is already identified in the London Growth Plan as an innovative business hub. Alongside this, our goal is to establish a Heathrow Economic Activity Zone to support local business growth, ensuring they are embedded in Heathrow’s supply chains and enabling local people to fully benefit from increased economic activity in the area
Access to nature and unique city experience north of the A40
The towns north of the A40 will be lifestyle-led suburban centres rooted in heritage, greenery and liveability. They will be places where families thrive, local high streets flourish, and green corridors provide active recreation. These areas will build on their natural assets to enhance wellness, leisure and local spending, supporting a high quality residential environment
